Reviewing
The procedure for reviewing manuscripts of scientific articles received by the editors of the journal "News of higher educational institutions of the Chernozem region"
1. All articles submitted to the editorial board are subject to mandatory review.
2. The editor-in-chief and the executive secretary of the journal determine the compliance of the article with the profile of the journal, the requirements for registration (reflected on the journal's website on the Internet) and send it to a specialist for review. Reviewing articles is double-blind (anonymous), that is, the reviewer and the author do not know each other's names. The name of the reviewer can be communicated to the author only with the written consent of the reviewer. To improve the quality of the review, the editor-in-chief can send a review to other reviewers without revealing the names of the reviewers.
3. Reviewers must be notified that the manuscripts sent to them are the private property of the authors and contain information that is not subject to disclosure. Reviewers are not allowed to make copies of articles.
4. All reviewers are recognized experts on the subject of peer-reviewed materials and have publications on the subject of the peer-reviewed article over the past 3 years. Members of the Editorial Board can act as reviewers.
5. Terms of review are determined by the editor-in-chief of the journal.
6. The review takes into account the following main points:
- The relevance of the presented work
- Characteristics of the object of study
- The quality of setting the goals of the work and research objectives
- The degree of scientific novelty of the study
- The practical significance of the work
- Educational and methodological value of the study
- Presentation style
- The degree of development of the topic of scientific research
- Structured work
7. The author of the article is given the opportunity to read the text of the review. The reviewer can recommend the article for publication; recommend for publication after revision with correction of minor comments; send the article for revision with subsequent re-review; do not recommend the article for publication. If the reviewer recommends the article for publication after revision, taking into account the comments, or does not recommend the article for publication, the review should indicate the reasons for such a decision.
8. If the review contains recommendations for correcting and finalizing the article, the executive secretary of the journal sends the text of the review to the author for the preparation of a corrected version or a reasonable refutation of the recommendations. The article revised by the author is sent for review again.
9. The editorial board of the journal undertakes to send copies of reviews to the Ministry of Science and Higher Education of the Russian Federation upon receipt of a corresponding request by the editorial office of the publication.
10. The final decision on the publication of the article is made by the editorial board and recorded in the minutes of the meeting of the editorial board.
11. After the editorial board of the journal makes a decision on the admission of the article for publication, the executive secretary informs the author about this and indicates the terms of publication. The text of the review is sent to the author upon request.
12. Original reviews or their electronic copies are kept by the editorial board for five years.
Ethics policy
Ethical foundations of the editorial policy of the journal
1. General principles of publication
The editors of the journal "Vesti Chernozemye Higher Educational Institutions" in their activities are guided by Section 7 of Chapter 70 "Copyright" of the Civil Code of the Russian Federation.
The editors accept for publication only original scientific and technical articles or reviews that have not been published anywhere before and correspond to the subject of the journal.
The editors of the journal "News of Chernozem Higher Educational Institutions" do not accept for publication articles containing biased and incorrect assessments of other scientific works and other specialists, as well as those of a political nature.
All types of copying, reprinting and reproduction of materials published in the journal without the written permission of the editors are prohibited.
2. Duties and responsibilities of editors
Editors are responsible for all materials published in the journal, interacting with authors and reviewers.
Editors should strive to meet the needs of readers and authors, improve the content of the journal, ensuring its compliance with international ethical norms and academic standards.
It is the responsibility of the editors to evaluate the received articles for compliance with the requirements of the design, volume, and subject matter of the journal.
The editor ensures the selection of reviewers who do not have any conflict of interest in connection with this work and who are able to make a competent opinion about the article.
The editor does not allow a conflict of interest between the principles of intellectual activity and business requirements.
The editor, if necessary, should publish corrections, retractions and apologies.
Editors are obliged to publish in the journal the necessary requirements for the design of articles in a timely manner, which must be regularly updated and be available on the journal's website.
Editors must keep the personal information received about the authors confidential and not distribute it, except with the written permission of the authors or in cases provided for by the legislation of the Russian Federation.
3. Responsibilities of reviewers and the review process
The conclusion of the reviewer must be impartial, objective, with a clear statement of his arguments.
If the reviewer cannot submit a review within the specified time, he is removed from the review process of this article and notifies the editor-in-chief about this.
The reviewer analyzes the compliance of the received article with the requirements of the journal in terms of subject matter, volume, evaluates the scientific and technical novelty, literacy, consistency and consistency of the presentation of the material, the adequacy of the experimental data, the representativeness of the bibliographic list.
The reviewer makes a conclusion about the possibility of publishing the article as presented, publishing after revision (with re-examination) or its rejection. This conclusion is approved by the editorial board of the journal.
The results of the review are sent to the author indicating, if necessary, the required improvements and the timing of their implementation.
The reviewer must respect the confidentiality of the information and ideas in the peer-reviewed article and not use them for personal gain until the official publication of the peer-reviewed article.
The reviewer does not accept articles for consideration if there are conflicts of interest caused by competition or interaction with any authors or organizations related to the reviewed article.
The submitted article receives a review from at least one reviewer who is one of the leading scientists in this field. Information about the reviewer, as a rule, is not disclosed.
4. Obligations of authors
By sending the article to the editorial office, the authors express their consent to the transfer of the right to publish it in the journal "Vesti Chernozemye Higher Educational Institutions" to the editorial board. It is not allowed to send to the editorial office articles published or sent to other publications.
Authors must send articles for publication in strict accordance with the editorial requirements for the design of articles.
Changes in the composition of the team of authors in the process of reviewing the article must be confirmed by the written consent of all authors.
The authors attach their personal data to the articles (place of work, title, position, contact phone number, e-mail) and agree to their placement in the journal.
Authors should, whenever possible, inform readers about the sponsors of studies described in published articles.
The authors' use of results or quotations from other works must be accompanied by exact references to these works.
Authors must guarantee their correct order in the authorship of the article, as well as the fact that they are all familiar with the final version of the article and agree with its publication.
If the author finds significant errors or inaccuracies in the published work, he must notify the editors in a timely manner.
5. Fight against dishonesty, duplication and plagiarism
It is the responsibility of the editors to identify unscrupulous and repetitive publications at the editorial stage.
In all matters of editorial ethics, editors should follow the recommendations of the international Committee for Publication Ethics (COPE) – http://publicationethics.org/resources/flowcharts .
If plagiarism or duplicate publications are detected, the editors try to find out the reasons for this, notify the authors of the fact of violation of the ethics of publications of the authors, and reserve the right to exclude authors who have committed a violation from publication.
If the facts of plagiarism, repetition of publications, placement of false information in the article are found after the release of the journal, the editorial board publishes an appropriate explanation in the next issue and properly marks the pages with this article in the electronic version or completely excludes this article (with notification to readers and international databases).
6. Settlement of complaints and disputes
The preferred method of communication in the process of reviewing and preparing articles for publication, as well as in resolving disputes, are direct contacts between the editors and authors
Editors, reviewers and authors, when dealing with disputes and complaints, should follow the recommendations of the international Committee for Publication Ethics (COPE) – http://publicationethics.org/resources/flowcharts.
Complaints of the authors should be considered by the editors of the journal within a reasonable time.
